Patti's Skyline Chili

2 lb beef, Ground
2 lg onions, minced
35 whole black peppercorns
6 bay leaves, crushed
4 sm red peppers
1/4 t red pepper, Crushed
2 garlic cloves, whole
6 oz tomato paste
3 c water
4 T chili powder
1 t red pepper, Ground
2 1/2 T vinegar
1 1/2 t cinnamon
1 1/2 t allspice, Ground
1 t worchestshire sauce
1 t salt
1 c colby cheese, shredded
1 pasta, cooked, hot
Brown ground beef in skillet with onions. Drain fat.
Place next 4 ingredients in a spice bag. Combine remaining ingredients, except cheese and pasta, with ground beef, onions, and spice bag, in a large pot. Cook over low heat for 3-4 hours. Remove spice bag and garlic cloves. Serve.
